Since October 2011, **Thye Hua Kwan Moral Charities (**THK**MC)** was incorporated as a charity with an IPC status to provide multiple social and welfare services to the community at large.
**THK**MC provides assistance to the various groups in our community through more than 60 programmes and services for the **elderly and the sick**, **families**, **persons with disabilities**, and **children. **We help anyone in need with full respect to their race, colour, creed, language, culture and religion. We have more than 90 programmes and services, reaching out to more than 55,000 people in the community.

DESIGNATION : Senior/Executive, IT Project Management (Infrastructure)
RESPONSIBILITIES
Responsible to drive project management framework:
- Establish project management and quality of standards and methods that ensure on-time and in-scope delivery.
- Support Project Manager Lead in governance of project management framework through audits.
- Translate technology infrastructure requirements.
Responsible to drive project budgeting:
- Drive project to meet schedules, budget, manpower and technical quality targets.
- Perform project cost analysis and forecast actual costs and future commitments.
- Coordinate, compile, and finalise evaluation and analysis criteria for RFQ (Request for Quotation) /RFP (Request for Proposal) or Tender.
- Work with finance team in maintaining project accounting, budgeting, and capital planning.
- Work with users, technical staff, and management to determine and resolve issues associated with project implementation.
- Conduct regular project reviews to recommend schedule changes, cost, or resource adjustments.
Responsible to develop and oversee project implementation plan
- Develop project charter and the integrated project plan including detailed activities, resource planning and cost estimation per project.
- Work with stakeholders to establish and gain consensus on project goals, objectives, user requirements and deliverables.
- Review project plan to determine time frame, funding options and procedures for accomplishing project outcome.
- Lead the project team by example; from project kick-off to closure.
- Procure project requirements such as workforce, required information, various agreements and material or technology needed.
- Create and maintain a detailed project plan (work breakdown structure)
- Set expectations for periodic and milestone reviews and communication including status reports, budget utilisation, project risk identification and other dashboards.
- Ensure that risk is analysed and mitigated.
Responsible for quality and effective service delivery
- Lead delivery of IT services based on the SLA to identify and address any areas of concern in outputs.
- Consistently review standards and qualities of team deliverables and to implement changes as necessary.
- Meet regularly with stakeholders to comprehend how the client’s business works and keep up to date on industry/sector trends and leading practices.
- Ability to integrate end-user needs, technical possibilities, and business requirements to solve complex problems.
QUALIFICATIONS
- Bachelor’s Degree in Computer Science / Computer Engineering / Information Technology / Business Administration.
- Certification in IT Project Management (CITPM), Prince2 or Project Management Professional (PMP)
- Certification in ITIL v3 or v4 would be an advantage.
- Fresh graduates may also be considered.
- Experience in infrastructure project management experience with hands-on experience working on Network and System Administration.
- Experience with project management methodology using Waterfall and Agile.
- Experience in using at least one of project management and collaboration tools (for example, Microsoft Project, Confluence, Jira Software, Kanban Boards, etc.).
- Strong knowledge of:
- Cloud platform (Azure, AWS, O365) and technologies
- Microsoft products (Windows Server, Active Directory, ADFS, Sharepoint)
- Networking technologies and concepts
- Mobile technology, data storage and backup, server hardware / operating systems, networks, firewalls, DNS, load balancers and wireless, etc.
- Experience in Python, UIPath, Powershell scripting, etc is an added advantage
- Strong Contract Management and negotiation skills.
- Strong Change Management and facilitation skills.
